Try running the sixpair tool as an Administrator (and possibly with the fscking box to 'prevent harmful activity' on that same panel unchecked) you are installing a driver after all. If all else fails, you might want to compare MD5 sums for the driver you're downloading (or the archive, if you're downloading it that way) might be as simple as an incomplete/corrupted download. Will at least provide insight to if the problem is in the driver, something else running in normal mode, etc.
